What would be the best place to buy a cold air induction kit for a 99 eclipse

I have an AEM cold-air intake on my eclipse. It's great. Noticable gain in horspower and it roars in the high rpm's.

same here AEM cold air intake is the way to go. NEVER buy a plastic intake system ALWAYS get a metal one

Actually, the plastic ones retain less heat and help keep the air cooler by doing so..

Yea plastic is better but then again most arent plastic they are a mix of many different things.

Well actually, metal can be a much better heat dissapator than plastic, if designed properly. The current metal intakes do not dissapate heat because they are not intended to. But simple modifications could be made to use the flow of air over metal plates to act as a heat sink.
