How do I program a new key fob for my HHR?

When we bought the HHR (used) it had only one key fob. I went to ebay and bought one, the seller sent programing instructions. It was extremely easy. This was about a year and a half ago. Now one of our key fobs has quit working correctly. So---back to ebay. Bought a new key fob. I asked the seller for programing instructions, he said you MUST go to a dealer or some one with a scanner. Now I KNOW that is not accurate, I've done it, but I forget how to do it. Can someone help me out on this for my 08 HHR? Thanks, Ken

Only a dedicated scan tool can program these for this car that I know of. That is odd was not aware of any other way on these cars.
The RCDLR only accepts updates from the scan tool ???
