BTW, my boyfriend is building a 96 TSi AWD.

I'd make sure it can handle the RPM range, there is small difference between the diesel and TSi

Supposedly it can do up to 600hp. My bf says he isn't going beyond 400. I believe he says this particular turbo reaches full boost at 4k rpm. Most large turbos don't reach full boost until 7k or 8k. Less turbo lag.

I really doubt you'll see full boost at 4k. A turbo that size I'm guessing atleast 5500-6500RPM while if its on a deisel full boost comes in on at probably under 2500RPM, so how high will the TSi rev 8000-9000RPM?

An upgraded turbo for a Dodge Cummins turbo diesel, with an aftermarket exhaust housing to make it bolt-on to my manifold and o2 housing.
Will see 30+psi by 4000 rpm and produce quite a bunch of power. Similar to a GT35R but spools 800+rpm faster. Thats what he says about it. Not full boost, but a good amount.

I think he's mental. But he's planned it all out and he says it'll work. Whatever floats his boat. And Evo3 16g is perfect for me since my car will remain my daily driver. I don't need any crazy amounts of horsepower.

Those use the cracktastic (as in it cracks) Bulleye cast turbine housings. They're nice in that they can make your biggee stg eleventeen turbo spool like a 16G.. but the HP/tork curves take a nosedive at the higher RPMs as the small A/R chokes off the exhaust diminshes engine VE.
Still a fun/cheep bolt-on turbo (was $699 a few months ago).. but swapping to a T3 hotside (which unfortunately is limited to large diesal sizes) you'd loose spool but gain ALOT more potential.
Sad to say that your "teeny" EVO16G could very likely outperform that turbo at the track and still be quicker in spool/transient response.
I assume your BF is going to run an external off the O2 housing? Those will not work with an internal setup.
